Job Description
The Position

Incumbent works under the direction of the assigned Supervisor or designee, planning, implementing and evaluating health promotion activities. Incumbent provides training and consultation to community organizations, coordinates community health resources, and develops policy recommendations to improve the community's health status.

Essential Functions

  • Respond to requests from the community for health education information and refer requests outside area of expertise to related agencies.
  • Plan/gather data from local, state and national statistics, through various contact (e.g. area service organizations, volunteer groups, seminars,), and develop analysis of health problems in specified populations.
  • Design/develop survey methods (e.g. field surveys, groups, interviewing) determining health problem priorities.
  • Prepare goals/objectives linked to national/state goals reinforcing or influencing health-related behavior or provide information based on data analysis.
  • Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, community organizations, and the public.
  • Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, and laws to create a cooperative, safe, respectful and quality work environment.
  • Gather materials (e.g. information, brochures) relating to presentation topic, reviewing and evaluating material for cultural sensitivity and health literacy.
  • Conduct lectures, presentations, workshops, health fairs, and seminars distributing health information, increasing community health issue awareness, and facilitating behavioral change toward a healthier lifestyle.
  • Prepare communication materials (e.g. reports, press releases, public service announcements, newsletters, newspaper releases) distributing information on community health education services/programs.
  • Collaborate with various stakeholders (e.g. area community agencies/groups, public agencies, schools, health care and volunteer organizations) developing health education strategies and coordinating available resources and information referral requests.
  • Develop knowledge of other Health Department services/programs providing information to the public.
  • Assist with grant proposal development (e.g. work plans, goals. objectives) related to specific projects linked to state and national health goals.
  • Coordinate with other community agencies (e.g. educational institutions, employers, area hospitals) developing grant programs or health education programs.
  • Represent the Health Department serving on various committees, coalitions and community alliances; distributing information at local health fairs, etc.
  • Inform and educate local and state policy makers regarding legislation of relevant health issues.
  • Assist with health education programs evaluation and planning, developing surveys and tracking statistical data.
  • Utilize a variety of specialized software programs.
  • Participate in public health emergency response training and respond during public health emergencies.
  • Prepare and maintain various records, reports, correspondence and other department documents.
  • Maintain knowledge of current trends, developments, skills and techniques.
  • Perform Community Health Educator I position ensuring continuity of services.
  • Safely operate a motor vehicle when required to travel on County business.
  • Report to work with regular, consistent attendance.
  • Perform other duties as assigned and directed.
Education and Work Experience and Other Requirements

  • Bachelor's degree in Health Education, Community Health Education, or School Health Education required.*
  • Three (3) years of experience in a community health environment required.
  • Two years of experience/training in MSOffice required.
  • A valid driver's license and own mode of transportation at the time of hire and throughout employment required.
  • Completion of a conditional offer pre-employment drug screen and criminal background check required.
  • *Equivalent experience beyond the requirement may be substituted for educational requirements beyond high school on a year-for-year basis.

  • Work typically performed in an office setting and occasionally outdoors. Noise level is usually moderate. Work involves potential exposure to biohazards and infectious materials. Work hours are standard day-shift hours; however, schedule may vary (e.g. days, hours, weekends, holidays, overtime, emergency call-in). Work may be stressful when dealing with time constraints, multiple priorities, limited resources and uncooperative/irate individuals.
  • Work requires some physical activity including extended periods of sitting, standing, walking, kneeling, bending, crouching, reaching, stooping and climbing. Work also requires the ability to lift and/or carry objects frequently weighing up to 10 lbs. and occasionally up to 25 lbs.
  • Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance and color vision, peripheral vision, depth perception and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
