About the role

The Area 2 Environmental Manager will be responsible for facilitating environmental regulatory compliance at the following Facilities: Alexandria WTE, VA, Fairfax WTE, VA, Montgomery WTE & TS, MD, & Huntsville WTE, AL; while managing and completing environmental reporting and compliance at the home Facility (TBD) as the Environmental Manager.

This position will be responsible for supporting the South Region Environmental KPIs through direct contact with site environmental and operations teams. This individual will utilize the RCA and PSR process to drive Environmental KPI results and report up through the South Region Environmental Director.

This individual will be well versed with Title V Air permit regulations, and the enforcement of permit conditions on a day-to-day and long-term basis. In addition, the position is the primary environmental contact between client-owner and FDEP regulators and knowledgeable of general facility environmental operations along with air pollution control system operations and Continuous Emission Monitoring Systems. The Area Environmental Manager will assist in coordinating/monitoring/reviewing compliance testing and regulatory reporting.

The Area Environmental Manager will support facility management and environmental personnel in the continued operation of the facility in compliance with all regulatory procedures, including federal and state environmental regulations, production schedules, output requirements and contractual obligations.

ESSENTIAL RESPONSIBILITIES:

Under limited supervision, the Area Environmental Manager supports the company, regional, and corporate programs and administering policies and procedures developed to prevent, eliminate, control and reduce work-related hazards and maintain environmental responsibility: Reporting to the South Region Environmental Director and supported by the home facility (TBD) Manager. The duties will include:

EXPECTATIONS:

Area 2:

  • Oversee environmental compliance for Area 2 - Alexandria WTE, VA, Fairfax WTE, VA, Montgomery WTE & TS, MD, Huntsville WTE, AL Facilities
  • Report on environmental items to the South Region Environmental Director
  • Facilitate communication between all stakeholders: Facility FM, Clients, state agencies, South Region Environmental Director
  • Assist with daily environmental management coordination, reviewing of environmental compliance reports, stack tests, etc.
  • Training of new ESs in Area/Region
  • Review L2 Environmental KPIs, such as RCA and task status for the area/region
  • Initiate RCAs/PSRs as needed to drive Environmental KPI performance
  • Manage/Review Area/Regional Lime/Ash Data
  • Assist with the coordinate of coverage with other Area Environmental Manager(s) during Environmental Specialist/Manager vacancies/PTO
  • Assistance with Semi-annual walkdowns and Coordination of Internal compliance audits
  • Support environmental Specialist/Manager(s) and Facilitate Area 2 monthly meetings.
  • Support community outreach activities within area/region to the extent practicable
  • Expected travel ~25%- 30%

In addition to role as Home Site (TBD) Environmental Manager (EM):

  • Prepare all reports for federal, state and local regulatory agencies.
  • Analyzing CEMS emissions data and writing technical notification reports.
  • Maintaining PSD and Title V operating requirements, and reviewing associated Monthly,

Quarterly, Semi-Annual, and Annual emission reports.

  • Liaison with client-owner and/or environmental regulators for audits and inspections.
  • Supervise the completion of Reworld internal reporting standards (Environmental Management Information System, root cause analysis reports on exceedances, weekly walkdown reports, etc.)
  • Presentations to staff, visitors, the client/owner and regulators
  • Supervise Reworld internal reporting standards (Environmental Management Information System, root cause analysis reports, environmental key performance indicators, weekly walkdown inspection reports, etc.)
  • Proactively work with operators to resolve and prevent environmental issues, developing facility environmental procedures and training.
  • Supervise the delivery and completion of environmental projects.
  • Supervise the maintenance of key environmental records and documents
  • Actively participate in environmental associations and community engagement
  • Coordinate with facility/contractors to complete permit required activities: Annual Stack Testing, Quarterly CEMS Audits, Quarterly GHG Audits, residue testing, etc.
  • Maintain strong working relationship with client-owner environmental department.
  • Assists vendors or contractors when addressing environmental systems, i.e. cylinder gas audits, annual performance tests, ash sampling, stormwater, etc.
  • Functions as a proficient environmental/regulatory specialist working within the limits of environmental permitting and compliance issues for Company operations.
  • Provides technical assistance to facility operations to ensure compliance with applicable federal, state and/or company environmental regulations.

EDUCATION AND EXPERIENCE:

  • Bachelor's degree in engineering, environmental science, or equivalent and a minimum of 10 years experience in the environmental field; especially the air (or solid waste) field.
  • A working knowledge of VA, AL, and MD and federal environmental regulations in air required (waste and water is a plus).
  • Direct work experience in the WtE field industry and environmental regulations is a plus
  • Must have strong written and oral communications skills and demonstrate ability to work creatively within the regulatory framework.
  • Strong computer, technical, and writing skills are needed.
  • Must be able to speak, read and write in English.

Physical Demands:

  • May ascend or descend ladders, stairs, elevated walkways, ramps, and the like, using feet and legs and/or hands and arms.
  • Periodically requires working near and around operating mechanical parts and mobile equipment with exposure to wet and/or humid conditions and vibrations.
  • Ability to wear required PPE for the job and the assigned task.
